Lieutenant Governor Vinai Kumar Saxena has approved India's first high altitude wildlife safari in Ladakh, aimed at restricting illegal off-roading & safeguarding the region's fragile ecosystems & wildlife. The decision came during the first meeting of the newly formed Snow Leopard and High-Altitude Nature (SHAN) Conservation Society. The high altitude wildlife safari in Ladakh will operate guided Jeep tours along snow leopard and bird-watching trails across protected areas, adding a fresh draw for travellers exploring Ladakh tour packages.
How the Wildlife Safari Will Work
India's first high altitude wildlife safari will use specially designed open-back vehicles operated by trained local drivers and guides. The Forest Department has been directed to identify suitable routes across Hemis National Park Ladakh, Changthang Wildlife Sanctuary, Karakoram Wildlife Sanctuary, and areas like Nubra, Zanskar, Sham, Kargil, and Drass.

Fixed routes give the government a way to manage tourist movement without compromising animal habitats.
Local Communities as Partners
Unlike typical conservation models, the Ladakh wildlife safari involves local people directly. 20 local youth will receive training in bird identification & wildlife spotting skills. They will work as guides & gain sustainable income from Ladakh tourism. This represents a shift toward community-led conservation rather than government-only protection.
Saxena said that conservation only works when local communities are treated as equal partners in protecting nature, and are able to benefit economically from it.
Why Ladakh Matters for Snow Leopards
Ladakh isn't just a conservation priority, it's the Snow Leopard Capital of the World, home to 477 of India's estimated 718 snow leopards, nearly two-thirds of the country's total snow leopard count. The first wildlife safari in Ladakh gives visitors structured access to these elusive animals while minimizing disturbance.
Beyond snow leopards, the flora and fauna of Ladakh span 38 mammal species, over 340 bird species, & nearly 1,800 plant species, making this biodiversity central to Ladakh tourism as much as conservation.
Broader Conservation Efforts
The high altitude wildlife safari in Ladakh is one part of a larger plan. The SHAN Society approved several additional measures:
- The Forest Department will install 300 colour-coded waste bins across 40 villages. 10 birdwatching hides will be built at major hotspots.
- 50 women artisans will be trained to create wildlife-themed souvenirs—miniature replicas of snow leopards and black-necked cranes.
- Wildlife Clubs will be set up by the government in 50 schools, with 30,000 rupees allocated to each for wildlife excursions.
- Annual wildlife photography fellowships will support 10 local youth.
- Interpretative signages will be placed in protected areas warning against littering and illegal off-roading.
Timeline and Implementation
The first wildlife safari in Ladakh must be ready before winter arrives. Snow leopard sighting season begins in a few months, and the administration has directed all agencies to complete preparations by then.
