Yes, winter (December to February) is the peak season in southern Vietnam and one of the best times overall. The south is warm and dry, central Vietnam clears from mid-January, and the north offers cool, atmospheric sightseeing. Most regions are at or near their best.
January is the sweet spot, the south is fully dry, central Vietnam (Hoi An, Da Nang) has cleared up, and Hanoi is cool and walkable. Fewer crowds than December, and Tet disruption hasn't hit yet.
